Navigating Suffolk County’s IA System Installation: Your Complete 6-Month Journey from Approval to Operation

For Suffolk County homeowners facing the new requirement for Innovative/Alternative Onsite Wastewater Treatment Systems (I/A OWTS), understanding the installation timeline and process is crucial for planning your project successfully. Since July 1, 2021, Suffolk County has required I/A OWTS for all new single-family residential construction projects, existing residential projects classified as “Major Reconstruction,” and new multi-family or non-residential construction projects where traditional septic systems would have been permitted.

Understanding the 6-Month Installation Timeline

The IA system installation process typically spans approximately six months from initial consultation to final system operation. Most residential installations can be completed in one to two weeks once permits are secured, though the installation timeline for an I/A OWTS system typically ranges from a few days to several weeks, depending on site conditions, permitting, and system complexity. However, the majority of this timeline is dedicated to the crucial approval and permitting phases that precede actual installation.

Phase 1: Initial Site Assessment and Design (Weeks 1-4)

The process begins with a comprehensive site evaluation conducted by qualified professionals. Engineers will visit your site to investigate your surroundings and collect all necessary required site information, while discussing various I/A systems that are available to you and selecting which one best suits your needs. All septic systems are required to be designed by either a licensed NYS architect or professional engineer for approval by the Suffolk County Health Department.

During this phase, professionals assess soil conditions, property layout, existing infrastructure, and environmental factors that will influence system design. There are two I/A-OWTS manufacturers whose septic treatment systems have been fully approved for use in Suffolk County by the Suffolk County Department of Health Services: Fujiclean and HydroAction, with provisional sampling data showing that both technologies reduce Total Nitrogen levels far below the 19 mg/L Suffolk County Standard.

Phase 2: Permit Application and Approval (Weeks 5-16)

The permitting phase represents the most time-intensive portion of the process. Firms will design your new I/A system according to the Suffolk County Health Department Standards and submit all paperwork for your permit. Navigating Suffolk County permitting can be complex, but experienced professionals handle all necessary documentation and approvals on your behalf, ensuring a smooth health department permitting process and reducing project delays.

Seasoned professionals collaborate closely with local authorities, including Suffolk County Department of Health Services Office of Wastewater Management, Office of Pollution Control, and NYS Department of Environmental Conservation, to secure timely approvals. The approval process typically takes approximately 60-90 days after submitting all paperwork.

Phase 3: System Installation (Weeks 17-20)

Once permits are approved, the actual installation phase begins. Upon receipt of the permit, the supplier will install your system to Suffolk County code specifications. Professional IA system Installation involves several critical steps executed by certified technicians.

The installation process follows a systematic approach: site evaluation to review your property and assess soil conditions, permitting and design management, excavation and preparation with minimal disruption to your property, and expert installation of your I/A OWTS using trusted materials and equipment.

Phase 4: Testing, Startup, and Final Approval (Weeks 21-24)

The final phase ensures your system operates correctly and meets all regulatory requirements. Halfway through the installation, professionals visit the job site to witness the initial startup that is performed. Testing and inspection verify the system for performance, ensuring full health department compliance, followed by ongoing support with clear instructions and future maintenance guidance.

Ongoing Maintenance Requirements

A fully executed Operation and Maintenance Contract between Maintenance Provider and Property Owner must be in place prior to receiving final approval from the Department, with the contract requiring the Property Owner to authorize the Maintenance Provider to enter onto the property for periodic inspection, pumping, maintenance, and repair. At minimum, annual operation and maintenance is required for all I/A OWTS, conducted in accordance with standards, protocols and procedures established by the Department.
